Does weapon speed of staffs or wands affect your attack speed as a Mage?

Hi guys. I hope I am not asking a stupid question.

I have noticed that wands and staffs have properties called 'Speed', which can be fast, normal or slow.

GPT told me that this will only affect your normal attack speed, but will not affect the speed of your attack skill as a Mage.

Could you tell me is it true?

First, please don't rely on GPT for royals, it tends to mix up different versions/servers so is often inaccurate.

Weapon speed will determine your basic attack speed (useful for APQ and VL!), along with the cast speed of explosion (apparently). Other spells are not affected
