you can, it is just very time consuming to craft one and the end result would be a pretty mid claw even if you got a perfect one (spoiler: you wouldn't)

The rest of the items isn't hard to get (but farming for ores can be tedious), can just buy it. Night Raven's Claw 30 Black Crystals 10 DEX Crystals Raven's Claw (from kerning gacha) Tao of Shadows (buy or from CWKPQ bonus or CWK exchange) + Im pretty sure you can choose the option to use a stimulator for random roll on stats.
