Did you try turning off your antivirus/firewall and was your browser security off when you downloaded it again?

If your modem has a firewall try disable that,

I'm guessing it works for you on another internet, that means it's your connection that has a problem. If you can't solve it try calling your ISP, for some reason they might have something blocking it.

No, this problem is still not resolved. I believe Quil has tried everything there is by now, formatting his pc, being on a different IP address, different computers, different networks. And nothing... :(

Well formatting the computer wouldn't help if it's a security program, well depends on what Windows version.
There are still standard security settings that could cause it.

and just trying with another computer or same computer using a different network would tell where the problem is at.

When you get a Server Check message its most definitely your network connection or your firewall just blocking the program. I noticed in the comments that you disabled the firewall and you keep getting this message. I suggest you check on your network connectivity and talk to your ISP . What Windows version do you use? if you use the newer versions (Windows 8, Windows 10) try to run compability problem resolver and choose Windows XP (Server Pack 3).
