Go there via Henesys click on a NPC called Mr.Thomas or something. He's located at the right of Henesys, near the Henesys Park portal.

 

Is it just me or was the droprate for the red envelopes much higher the first hour (not sure how long exactly) of the event? got 20ish in less than an hour , now getting waaaaay less. Was I lucky? Did the drop rate change? Illuminati?
