Lvl 121 Bishop here. I currently dont have any scrolled shield or gloves. Would it better to get these two items or to risk that 1 bill on genesis20?

Genesis 20 gives a huge boost to base damage and it's the best investment to damage by far. Go with Genesis 20.

Yes this is 100% correct. The 1b in items would give you a 20-30% increase in damage. Gen 20 will increase your damage by approximately 150%.

If you want to do higher damage, clearly, you would want buy Gen 20. If don't want to take the risk, buy items.

But obviously, Gen 20 is a bettter investment for damage.

Does the same thinking apply to Genesis 30? Should I aim to get genesis up to lvl 30 before invest anymore into gear?

Are you going to be solely maining your mage? If so, then yes. Personally, I might save up more for mw 20 as that is more useful overall and also gives a pretty significant boost. If you are planning on making an attacker, I might start investing in some equips

It doesn't because the increase from Genesis 20-30 is only half of what Genesis 10-20 is, but it's still worth it. Test out the ranges with Genesis 20 and 30 to see if you already it your mark. You can always sell back your equips that you make or buy so there's not much lose or investment.
