It is true that you're allowed to use vmware, but only to log in accounts that belong to you.
Since in your case you used it to have multiple players their accounts logged in on the same computer at the same time, it counts as account sharing and thus results in a ban.
There is no excuse as to why you believed this would be allowed, because both the English and Chinese version of the T&C state that account sharing is strictly prohibited.
