    After the fall of the Miononians the world was thrown into an apocalyptic scene. The amount of resources was so scarce that the acting (broken) government established a law that prohibited the act of sex in 2002 and 2003. This made it so they could limit population growth and save resources.

    So to answer your question, yes. The people did not like this and revolted, having non-stop, unprotected sex for 2 years.
