Did you fully download it before trying to extract? What OS/ extraction program are you using?

I think this is an issue with your anti virus. Disable it and try to extract again. If you have more than one anti virus, disable all of them.

SOLUTION: Okay so after disabling all of my antiviruses the problem still occurred. BUT i went onto my guest file and downloaded it and it worked fine. Go figure.

This is because you were extracting it into your %programfiles% directory that is a protected system directory (Windows 7 operating system and Up!). By default, extractors do not run under administrative privileges. This is why the extract failed.

The reason it said "Could not open" is because the operation it uses to check if the file it wrote to disk exists is the "open" operation. It's probably confusing if you aren't a windows technician.

The solution is to extract to an alternative directory or attempt to run the extractor as administrator.

i think you can use WINRAR its more safelty to use, then extract on any part of the PC i Recomend root of C: (disk driver) or other Partition of the HDD on windows XP, but on windows 7 use the desktop its work for me

Try extracting it to your desktop and then moving it to Program Files (x86) afterwards.
