    Hey there!
As my first piece of advice I think it's better if you were to remain LUKless as there are many pieces of equipment that can provide bonus LUK to allow you to wear low LUK items. Some of these things may involve getting a Zakum Helmet (I would recommend going for at least a 17+ LUK helmet), Silver Deputy Star (which automatically provides +5 LUK), Krexel Ring (I would aim for a +3 ring) or even some of the event stuff that will come out possibly in the nearer future (pumpkin pie ring, zombie army ring, 2 carat lovebirds wedding ring, rudolph's shiny nose, etc). One INT point is the equivalent to one point in Magic, so I would highly recommend that you keep adding your points to INT rather than LUK!

Considering that you're level 70, you should probably get an elemental wand 3. This kind of wand will provide 10% ice damage and 5% lightning damage. From LV. 70-120, Ice Strike will be your primary skill that you'll be using to grind (if you choose to grind to level 120). If elemental wand 3's are a bit of a hassle to get, you can resort to using a maple shine wand or a maple wisdom staff. Once you hit level 130, elemental wand 7's are the most ideal to get and will most likely be your end-game weapon that you'll be using right until the very end. If you're low on funding I would recommend going for at least 170+ TMA wand, but if you've got some money to spend you could probably aim for a 185+ TMA wand. Also, decent elemental wand 7's are fairly difficult to find as not many people gacha for these, so the prices for these may be a little on the expensive side. Following on from the first piece of advice, you should get a white doros robe/brown doroness robe with a minimum of +20 INT if you're low funded or 20+ INT if you're decently funded. In terms of other equipment, you should aim for a 20+ TMA shield, 2+ TMA earrings, 15+ TMA purple gaia cape, 15+ TMA red marker/yellow work gloves, 5+ INT raccoon mask/white raccoon mask, 5+ INT yellow snowshoes/blue jewelry shoes.

Since you're a mage you won't need AP resets unless you plan to MP wash. This method is optional and not absolutely necessary unless you want to be able to spam Blizzard at level 120+ without using as many potions. In this case, you should save your money on gear/AP resets for future potential attackers that you may want to fund rather than MP washing a mage. Also, magicians have Magic Guard!

In terms of training places it really depends on whether you want to grind or leech your way to level 120. Considering the fact that you're already level 70, these are the potential places that you could go to!

    Level 70-75:
    • Slimy: Singapore - Ghost Ship 2/Mysterious Path 3
    • Selkie Jr.: Singapore - Ghost Ship 5/Mysterious Path 3
    • Mr. Anchor: Singapore - Ghost Ship 6
    • Wolf Spider: New Leaf City: MesoGears - Wolf Spider Cavern
    • Windraider: Crimsonwood Keep - Tornado Corner
    Level 75-85:
    • Stormbreaker: Crimsonwood Keep - Stormhall
    • Wolf Spider: New Leaf City: MesoGears - Wolf Spider Cavern
    Level 85-105:
    • Berserkie/Veetron: Singapore - Ulu Estate I (Level 85-90)
    • Dreamy Ghost: Encounter with the Buddha
    • Slygie/Veetron: Singapore - Ulu Estate II (Level 90-105)

    Level 105-120:
    • Jr. Newties: Leafre - Destroyed Dragon Nest (Level 100-120)
    • Petrifighter: Singapore - Ulu City Center (Level 105-120)
    • Skelegon/Skelosaurus: Leafre - The Dragon Nest Left Behind (Level 108-120)
    Level 120-200
    • Petrifighter: Singapore - Ulu City Center (Level 105-120)
    • Skelegon/Skelosaurus: Leafre - The Dragon Nest Left Behind (Level 108-120)
    • Oblivion Monk: Time Lane - Road to Oblivion 1
    • Oblivion Monk Trainee: Time Lane - Road to Oblivion 2
    • Oblivion Guard: Time Lane - Road to Oblivion 3
    • Chief Oblivion Guard: Time Lane - Road to Oblivion 4

    Level 65-75:
    • Windraider: Crimsonwood Keep - Tornado Corner
    Level 75-85:
    • Stormbreaker: Crimsonwood Keep - Stormhall
    • Wolf Spider: New Leaf City: MesoGears - Wolf Spider Cavern
    Level 85-105:
    • Berserkie/Veetron: Singapore - Ulu Estate I (Level 85-90)
    • Slygie/Veetron: Singapore - Ulu Estate II (Level 90-105)
    Level 105-120:
    • Jr. Newties: Leafre - Destroyed Dragon Nest (Level 100-120)
    • Petrifighter: Singapore - Ulu City Center (Level 105-120)
    • Skelegon/Skelosaurus: Leafre - The Dragon Nest Left Behind (Level 108-120)

If you plan on selling leech, I would advise you to make a HS mule (level 81) so that you're able to sell leech and earn your maximum amount of money. Ideally you will want to have at least ~1200 magic to be able to 1hit petrifighters.

That pretty much sums up a lot of things you need to know. Hm. Oh, when you're 120+ don't try to solo the RoR section of ToT... it's going to suck. Get a friend. You'll fly through RoO though.
