3rd job advancement require for Monster Rider Quest!?

    So I recently reach level 70 on my perma beginner and thinking "All right now I can do the mount Monster Rider quest to get a mount :8):"

    Much to my surprise, the quest isn't available so I did some digging in the forums & found this from the new source mount guide:
    So you mean to tell me a Perma Beginner can't obtain a Beginner skill because of a job advancement requirement :confused:

    I've seen a feedback post before about this.
    They should change the req. since there are many people playing perma beginners.
