So, because they connect from the same IP address, you would have had to apply for the voting whitelist. This is because you play from the same connection, even if you vote from a different connection.
Unfortunately that's not how it works. You can't apply for whitelist after you have been banned for vote abuse. You should have applied when you both decided to play and vote at the same time.
