Regarding voting whitelist?

I have siblings who play Royals with me in the past and they have intention of coming back. (I'm back in the game)
We've never applied for the voting whitelist and have been safe forever. But now I have some concerns regarding this as I was looking through ban appeals.
So someone got banned because his friend plays in his house with him, even though his friend doesn't vote from his IP.
And heres my question, IF they eventually came back, and we still don't wish to apply for voting whitelist, is it alright if we play from the same household IP and vote from each of our phones? Is that considered vote abuse?

 

Yes. You all will be banned for vote abuse if you all don't apply for whitelist, but still vote. Btw, not very smart to admit to us that you guys have been vote abusing.

So we'll have to apply for voting whitelist now I guess.
But interesting thing to note is that I got permission somewhere in 2016 Halloween season to vote this way. As long as we don't start pooling NX from all the accounts into one account. (This is why my siblings joined me in the first place)
I'll eventually convince them to apply for whitelist if they do come back. But for now I'll be the only one voting in my household.
Lastly and most importantly, am I going to get banned?
