The boogie you have to kill is the one summoned by zakum

 

This thing!
You probably have to be the one that kills it to get the drop so try to lure it out from Zak's hot bod first unless you can tank 11k+.

 

Boogie's Cursed Whirlwind should drop as intended. Did you try following Inusama's advice?
