Did I do the download wrong? Do I need to reinstall? What am I doing wrong?

    Is there any error message?
If not, try going to your task manager -> processes -> background processes, and see if MapleStory is running in the background. If it is, end it. Sometimes, that prevents me from starting the client.

Obligatory firewall check, make sure it's on the exception list, etc.

    Good luck

My only other guess is to make sure you're running as Administrator / running it in compatibility mode. If that fails, I would just reinstall, myself.

Sorry I couldn't be of more help. Good luck, hope to see you be able to log-in!
