I think sleeves below 10luk clean have always been below 10b. The last 60/7 i saw was sold for half that price iirc
The longer the wait between rare weapons like these, the more time people get to gather more funds.. Maybe op really did get 2 offers @ 14b. It's quite hard to fix a price anyway, regardless someone will never be happy
