Solved [Solution Given] 9-Tailed fox doesn't spawn

I am doing the quest "Legends of hometown" in Korean Folk Town.
I found the right map ("Moon Ridge"), have been waiting a lot and changing channels, but the 9-Tailed Fox doesn't appear.
I was just wondering whether this is a bug or not, and if not what might help?

I don't think the "old fox tail" drops

People do kill area bosses because of the reward, so most likely it has already been killed.

The boss has a 4 hour spawn timer after being killed.
