Yes, this is likely the reason. The IP you are attempting to connect from was used by a hacker in the past and was subsequently banned. Your account is not banned, so you will need to get a different IP to connect to the game.

If you continue to use free IPs, you will likely encounter this situation again when you move locations again. This cannot be prevented, unless you get your own private IP. You can reply here despite the thread being "Closed".
You will get the "This ID has been deleted or blocked" message whenever you attempt to log into the game using an IP that someone else used in the past for illegal purposes, most commonly hacking. This can be common for any free IP/common WiFi/College Dorm/Internet Cafe/Library etc. IPs. It depends on the location, and whether someone used it for illegal purposes. IPs are not unbanned once they are found being used for illegal purposes. If you want to prevent this situation from happening again in the future, the most efficient way would be getting your own private IP that only you can access.
