Recently started a rouge aiming for Night Lord but the best I have found is Wooden Tops. Didn't see anything other than Crystal Ilbis (I think it was?) but way out of my price range and no sign or hint of steelies or normal Ilbi. I'll gladly pay but being new with a few characters around 30 only got about 12mil.
You can search around or just owl for ilbis, they’re usually around 1m each. There’s also a mob that drops them, forgot which tho. You can check the the library to see.
