I was grinding my ranger at Stormraiders and I started to notice that my arrow bomb would seem like it wasn't stunning AT ALL. I just figured I was getting super unlucky since it's only 60% stun rate. But then there are times where almost every hit I stun mobs. I just tested a theory though... I logged in and my arrow bomb wasn't stunning mobs. I restarted my client and when I logged back in, my Arrow Bomb was stunning mobs as per usual. I don't know if it's been happening since you first get the skill at 2nd job because I've only just noticed it the past few days since I'm grinding at mobs with higher hp than I have been thus far. I put this as major because if my Arrow Bomb isn't stunning then mobs, like Stormraiders, can just keep charging you and hitting you for major damage.
