My guess is since HT is currently unable to work properly, anything he drops exclusively is overpriced. It's part of the economy. My suggestion is to wait for HT to be re-released, but you're free to do as you see fit. I was personally fortunate in passing my Snipe30 first try. I paid 40m for the skillbook.
Basically what the above poster said. Since HT is not available as of now (and god who knows when it'll be back) the books have hyper inflated over the past few months. Furthermore, I believe concentrate is quite cheap in comparison to other books that HT drops because it isn't a core skill for a Bow Master. Although its not a core skill, it is still a skill I like to use as it gives you +26 attack and drops mana consumption by a ton.
I think the guide of mastery books needs an update. At least, I check the price of concertrate 30 in old source fm is about 30m. I think this skill is really useless cause its 6mins cooldown, and it can only save a few potions. That's the reason why it is much cheaper than other ht books.
