    It means that you have been previously permanently banned here. As bans apply to you as a person, any accounts you create after being permanently banned are banned as well.

    You have actually been permanently banned at least two times - on Astraios for suspicious activity, and on Ultimecia for account sharing. You only appealed the latter ban, and your appeal was denied.
