I would like to clarify that this was not intentional. After I voted the first time, I refreshed the page and did not see the vote updated, so I assumed it had not been registered in the system. Hello. You are not banned. You are probably connecting from a previously banned IP. I would try unplugging your modem/router for at least 3 minutes to prompt your ISP for a new IP.
