I suggest you literally beat some sense into your brother. I'm sorry but we can't unban the IP due to all-round ban fairness. We can't really make exceptions.
I don't see how you consider this an "all-around ban fairness". I don't mind the 3 day ban, but banning IP addresses because of one account would upset some players who has more than one player playing in the household. Just saying. And instead of banning players for using words like "F**", you guys should just censor inappropriate words then? Doesn't really make sense to ban someone for doing something this server allows.
Censoring word's doesn't make them less offensive. People will bypass the censor with different symbols/characters. "All round ban-fairness" = Not making exceptions for individuals as already explained. How would others' feel that have had to go through the same punishment due to their 'brother'?
