Last thing you did: Papu with nicey then i had a network disconection for a while. Why do you think you got banned?: no idea. Had this problem before I tried restarting my network twice but it did not fix it.
Hello. You aren't banned, but it appears you're still being assigned a previously banned IP. You'll need to keep trying to change your IP before you can connect again. Other than that I don't see a reason why you wouldn't be able to connect.
