It's a reward from a level 15 quest for islanders with a requirement of 677 drops. It lets you remake your character's appearance to one of the default looks. The quest could be made repeatable, or maybe the coupon made tradeable. Even after the quest, Bobby Buzzcut has all the dialogue and menu options to customize you. He just won't do it without the quest reward.
