Tested at level 30(90%chance to stun). Probably played for about two hours doing ToT quests before I realized they should probably be getting stunned at least a couple of times but hadn't been. Checked the percentile on the stun and tried a few more times and it wasn't happening. Qualm Monk Trainees which take three hits to kill
