Can you buy Paper airplane Throwing stars?

    Hey, i was wondering if you can buy paper airplane throwing stars on the server?

    I wanted to start a assassin ironman and that would be the best place to obtain easy throwing stars. I went to Hanako on another char in Showa town but does not give me the option to buy them, do i need to complete the quest line first?
