If players are a certain distance away from my character, I cannot see them on the minimap, nor their skills. Also if I am in a party with them, the party name and hp hovering thing will show them as on a different map.
This is an intended feature as it was part of original maplestory. Note the minimap here and how the chat disappears when he goes up to the top of the fm:
