I wanna create an account for my friend since yesterday morning.. and I still can't without create an account. What happens? I can't create a character too
Character and account creation are currently disabled. There isn't anything you can do but wait, unfortunately. And you probably shouldn't be creating an account for your friend lol. It may be subject to account sharing which is not allowed as per the T&C.
