Duplicate Can't turn in quest

    I'm trying to turn in the quest "Eliminate Monsters From the Site" to the NPC Winston at East Rocky Mountain II, but it won't complete.

    I go to turn it in and it shows the rewards page, click 'ok' but then it doesn't do anything.

    *EDIT*
    I've tried changing channels, logging off/on, and totally restarting the game.
