Robe - 10 Int - 50m Shoes - 2 Int - kpq (You can get way higher INT) YWGs 4 slot - 1int - 15m (You can try and look for less slots) Cape - 6 Int - 5m Wand lv 8 - 7 Int - 10m (Wand 60% are pretty cheap you can always try scrolling) Hat - 4 Int - 5mish? (You can farm a black dana but a clean 4 int might take you some time to get) that's around 30 Int, if you wanna get higher Int you can add a Zakum helm costs around 50m, gets you to atleast 40int.. you can just play with the rest of the gear by getting an extra Int on cape robe and such, might cost alil more but ya you get the point.
I scrolled my own 60 int worth of under lvl 25 gear pretty cheaply. But you can get 30-50 much cheaper You can buy multiple lvl 15 earrings and scroll 5x 60/70% which is like ~10m or less. Youd average 3-4int. 10% is cheap too Green bandana is easy to farm or buy for 400k. 10 slots, 10x 60/70= ~65-70m. ~2 days worth of AP reset. You'd avg 12-14int. You can find 10% at 2m if u wanna do that first. Bathrobes 30% isn't worth it. You can try to 10% and then scroll for a chance of a valuable bathrobe to resell. But 10×60/70 is around avg 75m, maybe 70m. Again average 12-14, if you scroll +5 first with 10% and 60s after, average ~16int. I got the +1 int maple flag from anniversary and scrolled it to 7 cheaply. Scrolling a wand is cheaper atm, 7 slots× ~250k, ~1.75m for average 4-5int. Can also 10% first to +3 for 2.5m on wand, or 30% to +2 for 2m on sword Gloves are kinda expensive to scroll. I scrolled work gloves to 4 int with 4 70s and left it cause it was good enough. 70% is ~7m ea. 2 in a row for 2 int is a 50% chance, 3int 34% chance. So lets say at least 2-3 int spending 14-21m. Shields pricey to scroll i'd buy one scrolled or if can't afford yet ignore shield Those were under lvl 20. Lvl 25 cape can scroll 5x 60s, avg 13-16m for avg 3int So far average total 36-43 int via 60/70% scrolls for around avg 155-195m depending on your deals, more int or less depending on luck. This doesnt include booming 70s, honestly I prefer 60 if they cost similar and less pain for your soul and youre aiming reasonably anyway. Use 70s at beginning if anything. You can find most scrolls cheaper than Shays also. If you can find Dodge's prices pre scrolled youre better off there haha
