Major Client does not launch when monitor refresh rate is below 60 Hz

    I've tested this on 2 monitors. When the refresh rate is set to under 60 Hz, the client refuses to launch. This may be the reason why some people are reporting that their client won't launch.

    It launches at anything at or above 60 Hz.

    I'm using these monitors via an Nvidia GPU.
