Please specify which skills you are asking about. As far as I know, all of the core skills of Corsairs are functional, with the exception of Flamethrower and Ice Splitter.
Simply asking other corsairs around would give you the simple answer- nothing has been changed regarding skills for any character.
Nothing has changed ever since I created my corsair. The fire attack does no Damage over Time, the Gaviota and Octopus can't be used at the same time and they still stay on the screen as blinking icons instead of running out. These are all Outlaw skills though and I never use them so it doesn't bother me the slightest.
