Hi there! I got deputy stars without completing questline. I have taken all the quest (in progress) prior to new source, but obtained a completed 'bounty master' quest option with a star reward n 50k exp. Hope that you'll look into that. P.S. my pt member did not encounter the same thing
It's quite hard to see as your screenshot is too small, but the player on the left has either already finished the Bounty Master quest and obtained the Deputy Star that way, or hasn't yet completed the pre-quests: Fool's Gold, Rags to Riches, One Step A-Head and Catch a Bigfoot by the Toe.
The left pic shows one of my character that first encountered this bug, the pic on the right is my bs whom I brought to confirm the bug. Both did not complete the prequests and received the deputy star reward. I would love to upload the original sc soon once im able to upload it to imgur, not sure why I can't access that site.
