I got a Korean fan that has the blue outline and small arrow on the top corner. Seeing this in post big bang meant that there was hidden potential in the item and you can unlock it. I forgot what it means in pre big bang. What should I do with it? It has to mean something right?

Also, is there a way to increase the amount of upgrade slots in equips?

This is a custom feature in this server called the 'Godly System'. You have a chance at obtaining either below or above average items from drops, gachapon, and crafting with stimulators in Leafre. Keep in mind, not all blue items are good and not all grey items are bad. And no, there is no way to increase the number of upgrade slots.

Here is Matt's guide on Godly Items:

@MSrocks yes and no. The blue actually isn't directly related to the godly system. It was a feature in maple that indicated that an item was above average, just like grey means the item is below average. However, like you said, blue items aren't necessarily good and grey items aren't necessarily bad, a blue item could be above average in def and below in the main stat, but the increase in def is more significant than the decrease.

Items come in different "tiers" like in other MMOs, but maple tiers work a bit differently. Grey is the lowest, meaning the overall stats are below average. White (normal) means it's an average item. Blue is above average, then there's purple and finally gold/yellow, which is godly. These are overall stats on the item as well, so a purple item could be below average on one stat, but be above on everything else and be purple.

In old maple I don't think it was possible to get a clean yellow item (maybe if everything was max stat) but here it is because of the Godly System that MSrocks mentions. This system means items can drop with +5 higher than their normal maximum stat. So if a weapon had 75-85 attack in GMS, with 80 as the average, then it could get up to 90 clean here.
