Is this on a clean Maple install? Make sure your anti-virus (windows defender if no 3rd party one is installed) is off and that your firewall is set to allow MapleRoyals through.

Change the compatibility. Right click --> properties --> compatibility. Change it to something like xp service pack 3.
Worked for me, but you have to change it a lot.
Also run it with Right click --> run as administrator

You should fix it by changing MapleRoyals.exe's compatibility settings to Windows 98/me
