[Forum]make bump thread for optional

    so we can update thread without bumping, we can announce to ppls without bump
    I believe it will be useful at market section!

    What would be different from just bumping your thread?

    Would it be a fixed interval and if so; wouldn't it just necro a lot of threads that are not relevant anymore?
