I noticed at boars near Perion yesterday that if your use inventory is full and you try to pick up throwing stars, you will get the message at the bottom right saying "You picked up (type) throwing stars," but because the use inventory is full you will of course not pick them up. This doesn't seem to happen with etc., equips, or other usable items that are not throwing stars. I'm not sure if the same applies for sets of bullets.
