a good thing to note would be at the lower ranges for shoes and capes (2 atk or less) your money is probably more efficiently spent on +primary stat shoes/capes. about 5 stats = 1 wa so a 10 stat cape is approximately equivalent to a 2 wa cape at 1/5 or less of the price.
One thing that confuses me is whether you're assuming clean or scrolled, particularly at those lower levels. For example, I use 2 atk, 4 slot face stompers. I'll get less for them than I would have if they didn't have a wasted slot.
