    1. He doesn't check if you have a ticket or not.
    2. He has an option to warp you to Orbis when you already at Orbis.

    there is no ticket for going from orbis -> mulung and mulung-> orbis

    No clue about the upfront fee, but...

    Hak now offers you the correct choice of destinations! He offers to warp you to Mu Lung when you talk to him in Orbis; he offers you the choice of going to Herb Town or Orbis when you are in Mu Lung, and he offers to warp you to Mu Lung when you are in Herb Town.
