Halted spawns, items not dropping though I tried the fix.

Probably sure this has been addressed before but I've been noticing areas being completely devoid of mobs for grinding. Namely the Henesys Huntring Grounds and the maps east of Henesys. Same goes for Perion and other Job Instructor cities. I attempted the fix that players(and the notice at the top of the screen) has instructed me but even that has went up in smoke. A friend I recently invited to the server(EnzoFerrari) has been trying to do quests but hasn't been able to complete them or collect the items required to complete them. If I were to party with him I wouldn't get items nor exp. (I just assume it's the level difference.) So relogging or forfeiting and changing channels doesn't seem to work for me anymore. As much as it may be annoying to see this being brought up when do you think this issue will be resolved?

 

Your other party members also have to do the same thing by forfeiting all quests
