Try running as an administrator. Also make sure you don't have any overly aggressive antivirus messing with it. Some get upset with royals simply because it isn't signed by a known publisher.
I have run as admin, still get the same issue.I do use avast but cant seem to get it added to the exception list. everytime it pops up I click add exception, then later in the install i get that popup
This error code is caused by your anti virus blocking the installation You would have to add an exception to your anti virus - if unable to add the file itself, you would have to exclude the entire folder
