You have to go to Garnox in NLC once you have 1642 closeness. You then need 50 lupin's banana and 50 cold eye's tail to complete the evolution quest. Source has been updated to reflect the way GMS did pet evolution. Ria officially does nothing right now
when you open the egg, there is a chance you will get the dragon you want (i.e. black), but if you get a baby dragon, you will have to follow the steps i outlined above to evolve it. but black dragon is not guaranteed even if you do the evolution quest. probabilities when finishing the quest are the following: 30% green 30% blue 30% red 10% black

well guides are outdated, and you need to confirm with other people sometimes. I usually just ask in the shoutbox lol. You still need 1 rock of evolution to complete the quest. forgot to mention that
there is also a re-evolution quest you can do if you didn't get the evolution you wanted, but i'm not sure what you need for that one.
No problem. If there is some good news to all of this, they recently made Dragon Marble Candy available in Cash Shop for 1k NX. Each time you use, it increases closeness by 100. So no need to spam commands to increase closeness.
You can try re-evolution quest (though idk how bad it is). That way, you don't have to keep buying new Dragon Eggs.
