Pretty far. Your end game goal should be 1 hit petri at 1295 magic. You can look at spending about a bil on a maple shield ~30 tma and same on earrings. Weapon is going to be over a bil. Id look at 180+ tma ele wand 7. Overall should look for 25 + tma. Not sure on price. Id get a zhelm and scroll it for int. And shoes look for +7 int I think. Mw20 will be helpful with 1 hitting. And bliz 20/30 isnt too pricey. Youll also need a 20+ tma purple gaia cape. Probably 750+ mil. 10+ rac mask 900+ mil and id get an int maple leaf from sleepy gatch. Id say it is with a 81 hs mule you can sell petri leech for 70 ish an hour solo and 45/hr split leech.

197 IL mage here. I totally agree with @BaconLord47 I'll just add some more information.
Your "ultimate" could be petris (which is the most common training spot for arch mages) and skeles which requires a little bit more of magic, or your ultimate goal could be also oblivion monsters, that requires a lot more of magic (about 1560) to one hit. About the funding, mages ain't that hard to fund (if we compare them with attackers) I'll list some items here with its estimated price (which isn't completely accurate but I guess it works for reference

-180-190 wand are from 1,8b to 3b, obviously the higher tma, higher the price
-25-35 int robe, a 33-35 overall is valued for about 2-2,1b
-25-36 tma earrings, 36 tma are being sold for 2-2.5b
30+ tma shield not sure about the price, there are plenty on sale right now, so isn't that hard to find the price for your budget
The Cape, mask and the rest, baconlord listed the price
Mw20 is very important and it cost about 1.3-1.5b
Blizz book gets cheaper everyday so I don't really know it's current price

And about your first question, IL is fun as long as you enjoy playing mages and endless grind

I've spent around 7.5b on my mage gear, which has gotten me to 1523 magic at 200. With this gear/magic i could 1 hit petris at 155 ish.
(i have an egged htp and mw20)
Keep in mind that having an egged htp opens up alot of cheaper gear options, like lv35-40 mage gear (gloves, shoes, overalls), i myself bought 8 int shoes for around 1m in fm, which is really cheap for 8 int, and my 26 tma lv35 glove was alot cheaper than any 26 tma work glove. higher level overalls are also alot cheaper because theres less demand for them because they arent used for washing.
You can also get some int from untradeable items like mapleleaves and rings, which helps too.
You should buy gear that is at around the same level, the better the gear, the more expensive it is and the less tma you'll get for your money, (a 28 tma earring for 1b is 28 tma /1b while a 40 tma earring for 4b is only 10 tma/1b.) so you should look for the most efficient upgrades that will get you the most tma for your meso :)
Although its a risk, mw20 helps alot. If your end game goal is to 1 hit petris then you only really need 1265 magic, since you got meditation to fill up the last 20 magic needed.

thanks for the info! i went out gear hunting yesterday and today, and it's going great. there doesn't seem to be a shortage of anything that i'm looking for.

thanks for your detailed response! being able to 1 hit petris at 155 sounds really really good... what do you mean by egged htp? are you referring to the horntail pendant?

Horntail pendant upgraded with a ht egg (both drop from ht). Htps are 6-13 all stat, and the egg upgrade gives it +15 allstat making it 21-28 all stat. You can only egg one pendant each character so its up to you if you wanna go with a normal htp or wait untill you find a godly one, but considering your'e an arch mage and farming htp's on arch mages is a pain (speaking from personal experience) you should probably just go with an 8 int one.
