Don’t think you can ever get maxed speed/jump without sacrificing damage unless you’re a F/P (But that’s another story), but you should get a mount if you don’t! Especially if you play a tele/FJ-less class.
Can use pots/pills and can scrolls equips on 3 pets for speed and jump. Also there some equips/rings/medals for speed jump stats aswell.
Some other class-specific options: If you happen to be an Archer, there's also a third job skill called Thrust which will give you passive speed bonus. If you're a Buccaneer, you can use Transformation to gain max speed/jump while transformed.

Kamioh's list is pretty good. For me, I chose pet scrolls since it's easy to have 2 pets or more. You either scroll pet eqs for Speed/Jump or HP. Since you can HP wash or do the HP quests, I scrolled them with Speed and Jump.
