I did it like a month ago, so I can confirm it works. I assume you just haven't done the prereqs - I did pretty much all the quests at omega while leveling, so I'm not too sure what the actual prereqs are. Anyway, I would think you have to do https://bbb.hidden-street.net/quest/ludus-lake/trading-with-alien-gray and presumably some of these https://bbb.hidden-street.net/npc/dr-kim. Edit: the zeno quest is a small quest chain and starts with https://bbb.hidden-street.net/quest/ludus-lake/artificial-combatant-zeno
