    Every time I fill out the captcha on the site, it just creates a new one...

    There is no CAPTCHA to fill out. You simply click the check box saying I am not a bot.

    EDIT: I tried voting on another browser and it worked. Not sure why I'm getting this type of captcha on Opera.

    That extremely brief FAQ does not make things much more clear, however.

    Edit: It is potentially worth noting that the 'no Captcha reCAPTCHA' occasionally asks users to do challenge response type tests as well, if it suspects something is amiss.
