Are you still experiencing this issue? I know there was a bug with my ice charge when i used it on my paladin. It would hit the mobs but some wouldn't freeze. I would leave the map and come back, and the mobs would be frozen. It's an odd bug, but that is most likely what is happening with your cold beam.
