Hi there! You don't appear to be banned on our end, however your university dorm's wifi was unfortunately banned back in 2022. You will have to connect via VPN (we prefer paid for ones because the free ones change your IP daily which could potentially trigger some red flags during Admin checks, and most of them are previously banned due to rule breakers) or have your own internet (mobile, another wifi that's yours if it is possible, etc) I'll mark this closed but you can still respond if anything pops up! Quick edit: Do you own anymore accounts? Both of the ones you listed above came back as unbanned, and it doesn't make sense why your hotspot would still say you're banned.
