Never really HP Washed before. I'm a level 97 Ranger with 3192 HP and 2073 MP. Should I just start over?
With your current MP, you are able to gain 752 ~ 940 HP from washing (source: https://www.battleground.co.il/hp/#results) By adding INT to your character or equipping INT gear upon leveling up you will increase your MP, and there are some cool softwares to help you calculate whether or not you're able to reach your goal. I don't want to be the person to tell what you should do with your character, all I can do is wish Happy Mapling!
It will be really hard to reach the target HP that most players want for late game without investing a lot of money into re-washing. If bossing is a big end-game goal of yours in the server, it may be worth restarting. But also keep in mind that HP washing is not necessarily a requirement for bossing, just makes things exponentially easier.
